Narrative:

I was about 3 1/2 NM out inbound on a 45 degree to enter left downwind for runway 7 at twin falls, identification. The other aircraft, a C172 or C182, had departed from runway 7 and was climbing out. We were both on tower frequency. He passed directly below me about 75 ft. After the incident the other pilot stated that he had been informed of my arrival but that he thought I was northeast of the field and not in the location where I was. In fact, I was northeast of the field and the pilot of the other aircraft erroneously believed himself to be north of the field. In my opinion the tower controller did not adequately inform me or the other pilot of our respective locations. In addition, the other pilot erred as to his location.

Title: SMA ACFT ON DSCNT INTO TWR CTLED ARPT HAD NMAC WITH ANOTHER ACFT CLBING OUT FROM ARPT. BOTH ACFT WERE IN COM WITH TWR CTLR.

WE WERE BOTH ON TWR FREQ. HE PASSED DIRECTLY BELOW ME ABOUT 75 FT. AFTER THE INCIDENT THE OTHER PLT STATED THAT HE HAD BEEN INFORMED OF MY ARR BUT THAT HE THOUGHT I WAS NE OF THE FIELD AND NOT IN THE LOCATION WHERE I WAS. IN FACT, I WAS NE OF THE FIELD AND THE PLT OF THE OTHER ACFT ERRONEOUSLY BELIEVED HIMSELF TO BE N OF THE FIELD. IN MY OPINION THE TWR CTLR DID NOT ADEQUATELY INFORM ME OR THE OTHER PLT OF OUR RESPECTIVE LOCATIONS. IN ADDITION, THE OTHER PLT ERRED AS TO HIS LOCATION.
