Narrative:

We were descending on the byp arrival and ATC called traffic at 1 O'clock. We advised that we did not have the traffic. It was a twin otter with parachute jumpers and he was in a climb. We were in a descent as per the arrival. TCASII gave us a TA and then an RA to climb. We started a climb, and at the last min saw the traffic. He was about 1/4 mi away and 100 ft below. I asked ATC why the traffic was in the area and why he did not turn us away. He said to take it up with my congressman. I believe that VFR traffic has no business in arrival rtes and this problem should be addressed.

Title: RPTED CONFLICT WITH A TWIN OTTER BY FLC OF MD80. TWIN OTTER HAD PARACHUTE JUMPERS IN AN AREA OF THE BYP ARR. FLC RECEIVED A TCASII RA TO CLB AND SAW THE TFC.

Narrative: WE WERE DSNDING ON THE BYP ARR AND ATC CALLED TFC AT 1 O'CLOCK. WE ADVISED THAT WE DID NOT HAVE THE TFC. IT WAS A TWIN OTTER WITH PARACHUTE JUMPERS AND HE WAS IN A CLB. WE WERE IN A DSCNT AS PER THE ARR. TCASII GAVE US A TA AND THEN AN RA TO CLB. WE STARTED A CLB, AND AT THE LAST MIN SAW THE TFC. HE WAS ABOUT 1/4 MI AWAY AND 100 FT BELOW. I ASKED ATC WHY THE TFC WAS IN THE AREA AND WHY HE DID NOT TURN US AWAY. HE SAID TO TAKE IT UP WITH MY CONGRESSMAN. I BELIEVE THAT VFR TFC HAS NO BUSINESS IN ARR RTES AND THIS PROB SHOULD BE ADDRESSED.
