Narrative:

While conducting traffic watch I was given traffic at 12 O'clock descending, cessna citation. He was within 1/2 - 1/4 mi leveling off at my altitude, head-on. I promptly nosed down and executed a 180 degree turn. The citation turned a base within 100-300 ft of me. Factor contributing was 20+ hot air balloons over city distracting the pilot and interrupting the normal traffic pattern which keeps the traffic wide and above 4500 ft MSL while traffic watch operation was being conducted. I do not believe the cessna pilot ever saw me nor made any evasive action.

Title: PLT OF A TFC WATCH SMA SEL TOOK EVASIVE ACTION BY DSNDING AND TURNING TO AVOID A POTENTIAL HEAD-ON COLLISION WITH A CESSNA CITATION MAKING A BASE LEG FOR LNDG. THE USUAL TFC PATTERN WAS ALTERED DUE TO APPROX 20 HOT AIR BALLOONS IN THE IMMEDIATE AREA.

Narrative: WHILE CONDUCTING TFC WATCH I WAS GIVEN TFC AT 12 O'CLOCK DSNDING, CESSNA CITATION. HE WAS WITHIN 1/2 - 1/4 MI LEVELING OFF AT MY ALT, HEAD-ON. I PROMPTLY NOSED DOWN AND EXECUTED A 180 DEG TURN. THE CITATION TURNED A BASE WITHIN 100-300 FT OF ME. FACTOR CONTRIBUTING WAS 20+ HOT AIR BALLOONS OVER CITY DISTRACTING THE PLT AND INTERRUPTING THE NORMAL TFC PATTERN WHICH KEEPS THE TFC WIDE AND ABOVE 4500 FT MSL WHILE TFC WATCH OP WAS BEING CONDUCTED. I DO NOT BELIEVE THE CESSNA PLT EVER SAW ME NOR MADE ANY EVASIVE ACTION.
