Narrative:

Descending into msp, on the STAR, we were cleared to cross 28 DME south of fgt (115.7) at 11000 ft. I inadvertently set 115.3 (msp) in my radio. I crossed 28 DME south of msp at 11000 ft. The first officer did not catch the mistake. We missed the restr by about 12 mi. It had been a very trying trip. Mechanicals, thunderstorms, passenger problems. All was behind us, and we let our guard down!

Title: B727 FLC FAILS TO MAKE THEIR ALT XING RESTR WHEN THE PIC DIALS IN THE WRONG FREQ FOR THE VOR RECEIVER. GETS MSP INSTEAD OF FGT VOR. OBVIOUSLY, THE CREW FAILED TO IDENT THE FREQ.
