Narrative:
On advice from my company's legal department, I am making this report about an unruly passenger aboard a scheduled passenger flight. When this passenger boarded, a flight attendant came to the cockpit and said that he appeared to have been drinking. Also, the passenger next to him was said to have been drinking (or intoxicated somehow). The unruly passenger was suspected of smoking while the aircraft was on the ground. The captain made a PA stating that he would not tolerate smoking. After takeoff, this same passenger was reported to be sweaty and more intoxicated. He was reported to be snorting a substance. A flight attendant brought it to the cockpit, a packet made of paper that this passenger wanted to share with another passenger. It was obviously a drug packet. Police met the flight on arrival. The passenger was arrested after questioning. Before leaving the gate, we may not have had grounds for removing this passenger. But I think a flight deck crew member could have assessed the passenger before departure. We have to be careful in this matter because of predatory civil suits. Supplemental information from acn 372757: slightly disruptive passenger on ground, somewhat disruptive in-flight, ie, he (a while male approximately 6 ft, 180 pounds) was using an alleged controled substance. After using (snorting up his nose) he would throw the used packets over the seat in front of him, causing the passenger in front of him to move. He also gave a packet of said substance to passenger next to him to enjoy, but that passenger gave it to a cabin attendant, who in turn brought it to the cockpit. Used phone patch, called management and legal for advise. This problem was a large distraction to flight. We were lucky this time!

Title: AN UNRULY PAX, ALLEGEDLY ON DRUGS AND POSSIBLY INTOXICATED, WAS ARRESTED AT DEST ARPT BY POLICE.
Narrative: ON ADVICE FROM MY COMPANY'S LEGAL DEPT, I AM MAKING THIS RPT ABOUT AN UNRULY PAX ABOARD A SCHEDULED PAX FLT. WHEN THIS PAX BOARDED, A FLT ATTENDANT CAME TO THE COCKPIT AND SAID THAT HE APPEARED TO HAVE BEEN DRINKING. ALSO, THE PAX NEXT TO HIM WAS SAID TO HAVE BEEN DRINKING (OR INTOXICATED SOMEHOW). THE UNRULY PAX WAS SUSPECTED OF SMOKING WHILE THE ACFT WAS ON THE GND. THE CAPT MADE A PA STATING THAT HE WOULD NOT TOLERATE SMOKING. USED PHONE PATCH, CALLED MGMNT AND LEGAL FOR ADVISE. THIS PROB WAS A LARGE DISTR TO FLT. WE WERE LUCKY THIS TIME!
