Narrative:

First officer PF, departed runway 19R at mke. Tower advised 270 degree heading and 5000 ft MSL was our clearance from clearance delivery. During initial climb, tower changed heading to 250 degrees, contact departure. Departure changed heading to 270 degrees and that higher altitude would be available in 10 NM, due to traffic. Next, departure advised 320 degree heading and climb to 9000 ft MSL. Next, ATC advised climb to 11000 ft MSL and asked, who climbed you to 9000 ft MSL? Captain said, 'you did sir.' some confusion from his end. He seemed to be moving other aircraft. We then verified 11000 ft MSL was next cleared altitude.

DEP CHANGED HDG TO 270 DEGS AND THAT HIGHER ALT WOULD BE AVAILABLE IN 10 NM, DUE TO TFC. NEXT, DEP ADVISED 320 DEG HDG AND CLB TO 9000 FT MSL. NEXT, ATC ADVISED CLB TO 11000 FT MSL AND ASKED, WHO CLBED YOU TO 9000 FT MSL? CAPT SAID, 'YOU DID SIR.' SOME CONFUSION FROM HIS END. HE SEEMED TO BE MOVING OTHER ACFT. WE THEN VERIFIED 11000 FT MSL WAS NEXT CLRED ALT.
