Narrative:
We were running staggered ILS approach. The first jet hit the FAF 6 mi from the runway and slowed to 120 KTS. My aircraft, which was low on fuel (that fact he did not inform me of) remained at 170 KTS inside the marker. I was busy turning other aircraft into the stagger formation and relied on the phx tower (separate facility) to help us keep the 2 mi stagger, which did not happen. I have not received skill enhancement training in over 1 yr on these type approachs. I operated a training plan at this facility well over 1 yr ago, at which time we were told by management that we would start final monitor training for this type approach as soon as we started using the company system (rdvs). Also at this time we had a meeting with phx tower controllers asking them to accept separation responsibility and they agreed. But so far, nothing has changed here. No final monitored approachs, no pro-active plan to help controllers in this outdated procedure for the traffic we have. I have worked at crw, mia, 001, and this facility is by far the worst the FAA has to offer.

Title: P50 CTLR EXPERIENCED CONFLICT WHEN SUCCEEDING ACFT MAINTAINS UNEXPECTED SPD AND OVERTAKES PRECEDING ACFT ON FINAL AT PHX.
Narrative: WE WERE RUNNING STAGGERED ILS APCH. THE FIRST JET HIT THE FAF 6 MI FROM THE RWY AND SLOWED TO 120 KTS.
