Narrative:

Fgt X departed R3403 on a west heading looking for his IFR clearance to mtc. I called indy approach to point out fgt X climbing. They accepted the pointout. Next I called shb sector to coordinate fgt X climbing to the altitude of their choice and on the heading of their choice. They requested a 310 degree heading and climbing to FL230 with respect to cga Y who was at 12000 ft, eastbound. I then coordinated this information to the radar man who assigned fgt X 11000 ft and heading 310 degrees. A min or so later we both noticed cga Y descending and the radar man turned fgt X to a 270 degree heading and told him to expedite to FL230. A few seconds later he asked fgt X his altitude. He (fgt X) replied 'leaving 160.' he was then cleared on course.
