Narrative:

While beginning to taxi out of our parking spot on the ramp at msp, I was completing the 'after start checklist.' as we moved forward, I felt the aircraft lurch and we came to a stop. The captain remarked that our left wingtip had hit the aircraft parked next to us. We then taxied to the next available parking space and shut down. Contributing factors included that the marshaller was signaling to the captain to keep moving forward even though the wingtip clearance was very close, the lack of a wing walker, and the captain's haste (a high taxi speed) in leaving our parking spot. Corrective action has been the increased enforcement of having wing walkers for all aircraft leaving their parking spaces at all times. A further corrective action that should be implemented is increasing the clearance between parked aircraft. Events like this can be prevented by more consistent following of aircraft marshalling policy, increased spacing for parked aircraft, and more discipline in taxiing the aircraft -- if the captain (who taxies) has any doubt about the clearance, he should not let being behind schedule allow a compromise of safety, or an easement of policy.

Title: BAE3100 ACFT TAXIING OUT OF PARKING SPOT AND UNDER GUIDANCE FROM MARSHALLER HIT WING OF ACFT PARKED INCORRECTLY. OCCURRENCE WHICH HAS HAPPENED BEFORE AT THIS COMPANY.

Narrative: WHILE BEGINNING TO TAXI OUT OF OUR PARKING SPOT ON THE RAMP AT MSP, I WAS COMPLETING THE 'AFTER START CHKLIST.' AS WE MOVED FORWARD, I FELT THE ACFT LURCH AND WE CAME TO A STOP. THE CAPT REMARKED THAT OUR L WINGTIP HAD HIT THE ACFT PARKED NEXT TO US. WE THEN TAXIED TO THE NEXT AVAILABLE PARKING SPACE AND SHUT DOWN. CONTRIBUTING FACTORS INCLUDED THAT THE MARSHALLER WAS SIGNALING TO THE CAPT TO KEEP MOVING FORWARD EVEN THOUGH THE WINGTIP CLRNC WAS VERY CLOSE, THE LACK OF A WING WALKER, AND THE CAPT'S HASTE (A HIGH TAXI SPD) IN LEAVING OUR PARKING SPOT. CORRECTIVE ACTION HAS BEEN THE INCREASED ENFORCEMENT OF HAVING WING WALKERS FOR ALL ACFT LEAVING THEIR PARKING SPACES AT ALL TIMES. A FURTHER CORRECTIVE ACTION THAT SHOULD BE IMPLEMENTED IS INCREASING THE CLRNC BTWN PARKED ACFT. EVENTS LIKE THIS CAN BE PREVENTED BY MORE CONSISTENT FOLLOWING OF ACFT MARSHALLING POLICY, INCREASED SPACING FOR PARKED ACFT, AND MORE DISCIPLINE IN TAXIING THE ACFT -- IF THE CAPT (WHO TAXIES) HAS ANY DOUBT ABOUT THE CLRNC, HE SHOULD NOT LET BEING BEHIND SCHEDULE ALLOW A COMPROMISE OF SAFETY, OR AN EASEMENT OF POLICY.
