Narrative:
PA34 advised traffic in sight on 3 mi final, then ran over traffic. Both in plain sight on short final, PA34 says, 'I didn't know what the other guy was doing.' after PA34 sequenced, told to follow PA28, and advised him in sight. BRITE would have established relative position. Go around was necessary to avoid collision.

Title: PA34 IS GIVEN LNDG SEQUENCE TO FOLLOW TFC WHICH WAS IN SIGHT. PA34 OVERTOOK THE TFC REQUIRING THE RPTR TO TAKE ACTION AND RESEQUENCE THE PA34 TO FOLLOW A PA28. RPTR ALLEGES THE PLT DID NOT KNOW WHAT THE OTHER ACFT WAS DOING.
Narrative: PA34 ADVISED TFC IN SIGHT ON 3 MI FINAL, THEN RAN OVER TFC. BOTH IN PLAIN SIGHT ON SHORT FINAL, PA34 SAYS, 'I DIDN'T KNOW WHAT THE OTHER GUY WAS DOING.' AFTER PA34 SEQUENCED, TOLD TO FOLLOW PA28, AND ADVISED HIM IN SIGHT. BRITE WOULD HAVE ESTABLISHED RELATIVE POS. GAR WAS NECESSARY TO AVOID COLLISION.
