Narrative:

Many thunderstorms in vicinity during climb out. Departure control cleared us for deviations during climb. We were cleared to climb to 10000 ft and turned over to ZHU. Because of MOA's on either side of our routing, center was unsure of which way (north or south) we could deviation. Copilot was busy with discussion of WX and deviations with center. Autoplt was engaged, however, it did not accept the altitude hold command and because of WX and my attention to the WX radar, I did not catch the fact we were still in a climb. Copilot and altitude alert both notified me of the error as we climbed approximately 400 ft above altitude. Error was corrected immediately and we were soon cleared to deviation as requested and climb rest of flight uneventful. Closer attention to all control inputs is necessary and increased altitude awareness by both crew members is necessary.

Title: FLC OF A CESSNA CITATION OVERSHOT ALT ON CLBOUT DUE DISTR OF WX WATCH AND THE LACK OF AUTOPLT ALT PRESELECT ENGAGEMENT.

Narrative: MANY TSTMS IN VICINITY DURING CLBOUT. DEP CTL CLRED US FOR DEVS DURING CLB. WE WERE CLRED TO CLB TO 10000 FT AND TURNED OVER TO ZHU. BECAUSE OF MOA'S ON EITHER SIDE OF OUR ROUTING, CTR WAS UNSURE OF WHICH WAY (N OR S) WE COULD DEV. COPLT WAS BUSY WITH DISCUSSION OF WX AND DEVS WITH CTR. AUTOPLT WAS ENGAGED, HOWEVER, IT DID NOT ACCEPT THE ALT HOLD COMMAND AND BECAUSE OF WX AND MY ATTN TO THE WX RADAR, I DID NOT CATCH THE FACT WE WERE STILL IN A CLB. COPLT AND ALT ALERT BOTH NOTIFIED ME OF THE ERROR AS WE CLBED APPROX 400 FT ABOVE ALT. ERROR WAS CORRECTED IMMEDIATELY AND WE WERE SOON CLRED TO DEV AS REQUESTED AND CLB REST OF FLT UNEVENTFUL. CLOSER ATTN TO ALL CTL INPUTS IS NECESSARY AND INCREASED ALT AWARENESS BY BOTH CREW MEMBERS IS NECESSARY.
