Narrative:

While working the north radar position at cmh a conflict aural alarm alerted my attention to a B737 departure west leveling at 10000 ft and an overflt PA31 wnwbound at 10000 ft. I turned the B737 north and the PA31 swbound. I did not receive a flight progress strip on the PA31 overflt and misjudged his course as to where it would affect a departure off cmh wbound. At the time the B737 departed, the PA31's ARTS tag was obscured by 2 other tags. The PA31 flight progress strip was found after the fact lying neatly in the middle of 10 tentative strips.
