Narrative:
Disagreement on interpretation of the SID arthur kill one departure (vector) page 10-3 newark, nj. We did not intercept the sbj 100 degrees as indicated in small print for the parke intersection. This SID states vectors in the title but small print says to intercept the radial sbj 100 degrees. Thence. Also it does not say inbound to sbj VOR or outbound sbj VOR. Also after 250 degree heading depiction there are arrows to blank space that indicates a vector. One other item, the sbj 100 degree radial is not a thick line.

Title: MD80 SUPER 80, WHILE FLYING THE EWR ARTHUR KILL ONE SID, MISREAD CHART AND FAILED TO NOTICE THEY WERE TO INTERCEPT THE SBJ 100 DEG RADIAL. RPTR CITES POOR CHART DESIGN AND LISTS VARIOUS PROBS WITH THE CHART INCLUDING THE FACT THAT THE SBJ 100 DEG RADIAL IS NOT A THICK LINE AND DOTTED ARROWS INDICATE A VECTOR.
