Narrative:
Having just completed a routine 2 hour flight review at pwk, I was returning to base at arrival, remaining north of ord. I was in touch with ord approach to set up flight following through the area, but radar was not confirmed as yet (it was, a few mins later). A very small (home built?) low wing aircraft passed from left to right in front of me (northbound). In the few seconds I saw him, I don't think the other pilot was taking evasive action. Thoughts: a bad reminder that one can't get preoccupied with cockpit duties, especially in crowded areas, especially when tired (I had just completed 2 hours or so of intensive training including 6 approachs (1 real) engine out, etc). I should have been horizon scanning better!

Title: SMT ACFT IN CRUISE AND IN RADIO CONTACT WITH APCH CTL BUT NOT YET RADAR IDENTED HAD NMAC WITH SMA ACFT. RPTR SAYS OTHER PLT WAS NOT TAKING EVASIVE ACTION AND RPTR'S LACK OF ADEQUATE SCAN WAS PARTIALLY DUE TO FATIGUE.
