Narrative:
Departure, 9000 ft. Las departure. Location: over bld VOR. This report contains no violation. Twice during jul/xx/97, while departing las, I had to alter course and stop a climb in order to avoid light aircraft while in the mead 1 departure corridor. The aircraft, according to the controller, were parachute jumping craft. The controller said they were out there all the time. While technically they had every right to be there, being above the TCA, it's not a very safe situation. The ceiling of the TCA at las is only 6900 ft afl, and doesn't seem to keep the small airplanes separated from the big ones. If a transponder failed in-flight on one of these light airplanes, they would become almost impossible to see and avoid.

Title: ACR PLT RPT ON CROWDED SKIES ON THE DEP RTE FROM LAS IN PROX OF THE CLASS B AIRSPACE BUT ABOVE. NUMEROUS ENCOUNTERS REQUIRING COURSE AND ALT CORRECTION FOR TFC AVOIDANCE. TFC RPTED AS PARACHUTE DROP ACFT IN LEGAL AIRSPACE.
Narrative: DEP, 9000 FT. LAS DEP. LOCATION: OVER BLD VOR. THIS RPT CONTAINS NO VIOLATION. TWICE DURING JUL/XX/97, WHILE DEPARTING LAS, I HAD TO ALTER COURSE AND STOP A CLB IN ORDER TO AVOID LIGHT ACFT WHILE IN THE MEAD 1 DEP CORRIDOR. THE ACFT, ACCORDING TO THE CTLR, WERE PARACHUTE JUMPING CRAFT. THE CTLR SAID THEY WERE OUT THERE ALL THE TIME. WHILE TECHNICALLY THEY HAD EVERY RIGHT TO BE THERE, BEING ABOVE THE TCA, IT'S NOT A VERY SAFE SIT. THE CEILING OF THE TCA AT LAS IS ONLY 6900 FT AFL, AND DOESN'T SEEM TO KEEP THE SMALL AIRPLANES SEPARATED FROM THE BIG ONES. IF A XPONDER FAILED INFLT ON ONE OF THESE LIGHT AIRPLANES, THEY WOULD BECOME ALMOST IMPOSSIBLE TO SEE AND AVOID.
