Narrative:
During taxi for departure, tower cleared us into position and hold runway 5R. We were running the before takeoff checklist as we reached the hold line when the first officer looked to the right (at the displaced threshold) and yelled 'stop!' an ATR42 had apparently been cleared for takeoff (in spanish) from the end of the displaced threshold. The ATR42 continued his takeoff roll, passing just in front of us (I was able to stop the aircraft (MD80) with the nose right at the runway lights). When we questioned the tower controller he stated that we were cleared into position and hold after the departing traffic. We were unaware of the departing traffic since we were the only crew using english and the controller never advised us of the ATR42. It is almost impossible to catch a controller error such as this when 2 languages are used by ATC. Had it not been for my alert first officer following SOP's, I am certain that we would have become the next air carrier runway incursion accident.

Title: MD80 WAS CLRED INTO POS AND HOLD RWY 5R. NEARING RWY FO CALLED TO STOP. ATR42 WAS ON HIS TKOF ROLL NEARING LIFTOFF. TWR DID NOT WARN OF DEPARTING ACFT BUT SAID MD80 CLRED INTO POS AFTER THE DEP. TWR USING SPANISH FOR OTHER TFC, ENGLISH ONLY FOR THE MD80.
Narrative: DURING TAXI FOR DEP, TWR CLRED US INTO POS AND HOLD RWY 5R. WE WERE RUNNING THE BEFORE TKOF CHKLIST AS WE REACHED THE HOLD LINE WHEN THE FO LOOKED TO THE R (AT THE DISPLACED THRESHOLD) AND YELLED 'STOP!' AN ATR42 HAD APPARENTLY BEEN CLRED FOR TKOF (IN SPANISH) FROM THE END OF THE DISPLACED THRESHOLD. THE ATR42 CONTINUED HIS TKOF ROLL, PASSING JUST IN FRONT OF US (I WAS ABLE TO STOP THE ACFT (MD80) WITH THE NOSE RIGHT AT THE RWY LIGHTS). WHEN WE QUESTIONED THE TWR CTLR HE STATED THAT WE WERE CLRED INTO POS AND HOLD AFTER THE DEPARTING TFC. WE WERE UNAWARE OF THE DEPARTING TFC SINCE WE WERE THE ONLY CREW USING ENGLISH AND THE CTLR NEVER ADVISED US OF THE ATR42. IT IS ALMOST IMPOSSIBLE TO CATCH A CTLR ERROR SUCH AS THIS WHEN 2 LANGUAGES ARE USED BY ATC. HAD IT NOT BEEN FOR MY ALERT FO FOLLOWING SOP'S, I AM CERTAIN THAT WE WOULD HAVE BECOME THE NEXT ACR RWY INCURSION ACCIDENT.
