Narrative:
Ord approach had just cleared us for the ILS runway 16 pwk outside cutie intersection at 2700 ft MSL. He had called out traffic to us as a possible conflict at 2500 ft MSL, our 2 O'clock, 2 mi. TCASII also gave us a TA on this target which we acquired visually. After passing this target (also inbound to pwk) I started to descend on GS when RA occurred. I followed RA command to climb which took me to 3200 ft MSL into the class B above the pwk approach corridor. I did see the RA traffic which was a C172 or C182 in cruise at 2500 ft MSL near cutie intersection proceeding east to west. I tried unsuccessfully to do 2 things. First, I wanted to warn the geronimo (our TA target) about the RA target because I thought there was a potential for a collision between them. But the frequency (pwk tower) was totally congested by pattern traffic doing touch-and-goes and the geronimo checking in. Second, I wanted to report the class B incursion as a TCASII RA, but again due to congestion couldn't do it. I also didn't think it was pwk tower's problem. It was ord approach's need to know. I love this TCASII system. The day is coming when you will not be allowed to become airborne in anything without a transponder. For me, keep the head outside the cockpit. For them, dear gods, what is legal to fly through VFR, not talking, and what is safety conscious, are 2 different things. The geronimo should have called approach first, not the tower. The cessna was legally talking to no one in very congested airspace.

Title: CPR PIC COMPLAINT REGARDING TRANSIT TFC NEAR PWK ARPT AND LACK OF COM PROCS THAT CREATE A SAFETY ISSUE. POTENTIAL CONFLICT ENSUED WITH ONE OF THE ACFT.

FOR THEM, DEAR GODS, WHAT IS LEGAL TO FLY THROUGH VFR, NOT TALKING, AND WHAT IS SAFETY CONSCIOUS, ARE 2 DIFFERENT THINGS. THE GERONIMO SHOULD HAVE CALLED APCH FIRST, NOT THE TWR. THE CESSNA WAS LEGALLY TALKING TO NO ONE IN VERY CONGESTED AIRSPACE.
