Narrative:
Location: lgb, ca. Issue: missing placard on inoperative seat XXX. During an FAA ramp check, it was determined that seat XXX did not have the necessary placard. The seat was on a dmi but the 'do not occupy' placard was missing. Upon inspection by the FAA inspector, he was unable to determine any broken or unsafe condition. He inspected seats, xxd, xxe, and xxf. Because of a late operation, a new placard was installed and the trip continued. Upon return to dfw, nonstop, and discussions with our maintenance personnel, it was determined that the placard had been checked and verified by maintenance personnel prior to each flight. In fact, maintenance on several occasions had to put a new placard as the old placard was missing. Solution: devise a placard that is not easily removed by passenger or cleaners.
