Narrative:

While in cruise 1/2 - 3/4 mi off shore of long island at 1500 ft MSL, I had to take evasive action to avoid another aircraft at my altitude and on reciprocal heading. My bank 40 degrees, pitch up 10 degrees. Other aircraft apparently made no adjustments. I perceived our proximity to be 300 ft. I was in a non radar phase and offshore to avoid such incidents. (Common for amphibian aircraft, which I was operating.)

Title: C208 ATX PLT EXPERIENCES AN NMAC WHILE FLYING FAIRLY LOW OFFSHORE LONG ISLAND. PLT WAS NOT ON ANY RADAR TA SVC FREQ. OTHER TFC, A C182, NEVER SAW HIS ACFT.
