Narrative:

Flight was from cvg to lga. We were late. We received a crossing restr of vibes intersection at 13000 ft. To help make up some time, we were keeping our altitude in the mid 20's for best ground speed. We started an idle power descent with speed brakes at the last min. We had a tailwind. ATC asked if we would make the restr and we answered yes. Passing about FL190 it was apparent we would not make it and informed ATC. He said to do our best. We crossed vibes at 15000 ft and there appeared to be no other aircraft within 40 NM on TCASII. I feel fatigue (12 hour day) and running late contributed to this event.

Title: MD88 FLC FAILS TO MAKE XING RESTR. TAILWINDS WERE TAKEN INTO CONSIDERATION FOR SCHEDULE, RUNNING LATE, BUT NOT FOR DSCNT PLANNING AND A HIGHER THAN EXPECTED GND SPD.

Narrative: FLT WAS FROM CVG TO LGA. WE WERE LATE. WE RECEIVED A XING RESTR OF VIBES INTXN AT 13000 FT. TO HELP MAKE UP SOME TIME, WE WERE KEEPING OUR ALT IN THE MID 20'S FOR BEST GND SPD. WE STARTED AN IDLE PWR DSCNT WITH SPD BRAKES AT THE LAST MIN. WE HAD A TAILWIND. ATC ASKED IF WE WOULD MAKE THE RESTR AND WE ANSWERED YES. PASSING ABOUT FL190 IT WAS APPARENT WE WOULD NOT MAKE IT AND INFORMED ATC. HE SAID TO DO OUR BEST. WE CROSSED VIBES AT 15000 FT AND THERE APPEARED TO BE NO OTHER ACFT WITHIN 40 NM ON TCASII. I FEEL FATIGUE (12 HR DAY) AND RUNNING LATE CONTRIBUTED TO THIS EVENT.
