Narrative:

While working the lga haarp position, which is a 'feeder' position for lga, I was instructed to hold my lga inbound traffic due to saturation on the final and a runway change. I called ZBW/pawling sector and told them to hold their lga inbounds. The area supervisor, upon being advised of this, declared that it was not my decision to hold ZBW's traffic, and subsequently countermanded my instructions. The supervisor's actions threatened to overwhelm already severely congested airspace and endanger safety.

Title: A TRACON APCH CTLR COORDINATED WITH ADJACENT ATC FACILITY TO HOLD LGA INBOUND TFC IN THEIR AIRSPACE DUE TO SATURATION ON FINAL APCH AND RWY CHANGE. THE ADJACENT FACILITY SUPVR STATED THAT IT WAS NOT THE RPTR'S DECISION TO HOLD TFC AND SUPPOSEDLY REFUSED TO DO SO.

Narrative: WHILE WORKING THE LGA HAARP POS, WHICH IS A 'FEEDER' POS FOR LGA, I WAS INSTRUCTED TO HOLD MY LGA INBOUND TFC DUE TO SATURATION ON THE FINAL AND A RWY CHANGE. I CALLED ZBW/PAWLING SECTOR AND TOLD THEM TO HOLD THEIR LGA INBOUNDS. THE AREA SUPVR, UPON BEING ADVISED OF THIS, DECLARED THAT IT WAS NOT MY DECISION TO HOLD ZBW'S TFC, AND SUBSEQUENTLY COUNTERMANDED MY INSTRUCTIONS. THE SUPVR'S ACTIONS THREATENED TO OVERWHELM ALREADY SEVERELY CONGESTED AIRSPACE AND ENDANGER SAFETY.
