Narrative:
Exercised emergency authority/authorized to decline an ATC vector into severe WX. Controller advised he was unable to communicate with the controling authority/authorized of an adjacent restr area. This was clearly a case of air safety being jeopardized by the ATC/military restr area system.

Title: A B767-300 FLC REFUSES A VECTOR FROM ZJX, FL, THAT WOULD TAKE THE ACFT INTO A HAZARDOUS AREA OF SEVERE WX. FLC EXERCISES EMER AUTH TO OBTAIN NECESSARY HDG FOR SAFETY.
Narrative: EXERCISED EMER AUTH TO DECLINE AN ATC VECTOR INTO SEVERE WX. CTLR ADVISED HE WAS UNABLE TO COMMUNICATE WITH THE CTLING AUTH OF AN ADJACENT RESTR AREA. THIS WAS CLRLY A CASE OF AIR SAFETY BEING JEOPARDIZED BY THE ATC/MIL RESTR AREA SYS.
