Narrative:
On arrival to sna (kayoh 3 between hdf and kayoh) we observed an aircraft off our right converging and descending. We queried the controller. Got a TA on TCASII followed by an RA (monitor vertical speed) as the aircraft passed through our altitude. The aircraft checked on as heading for kayoh for sna arrival. The controller advised him we had priority as a lifeguard flight and that we were getting RA's on him. We observed him turning away. Shortly after (seconds) we watched him turn back on a converging course with us as he proceeded again towards kayoh. We got another TA followed by an RA (monitor vertical speed). The next controller descended him 500 ft below us and turned him under us. We were given a descent which we were prohibited from complying with due to our third RA on this aircraft. He came within 300 ft and 1/2 mi of us. This pilot was aggressive trying to get ahead of our commercial aircraft coming from behind and pushing radio communications as well, to get ahead of us.

Title: AN ACR INBOUND TO SNA RECEIVING PRIORITY HANDLING DUE TO LIFEGUARD STATUS GETS TCASII RA FROM A VFR CGA LEARJET ALSO INBOUND TO SNA. WHEN ADVISED BY THE CTLR THAT THE ACR HAD PRIORITY, THE LEARJET TURNED AWAY, THEN BACK TOWARDS THE ACR AGAIN CAUSING ANOTHER RA.
Narrative: ON ARR TO SNA (KAYOH 3 BTWN HDF AND KAYOH) WE OBSERVED AN ACFT OFF OUR R CONVERGING AND DSNDING. WE QUERIED THE CTLR. GOT A TA ON TCASII FOLLOWED BY AN RA (MONITOR VERT SPD) AS THE ACFT PASSED THROUGH OUR ALT. THE ACFT CHKED ON AS HDG FOR KAYOH FOR SNA ARR. THE CTLR ADVISED HIM WE HAD PRIORITY AS A LIFEGUARD FLT AND THAT WE WERE GETTING RA'S ON HIM. WE OBSERVED HIM TURNING AWAY. SHORTLY AFTER (SECONDS) WE WATCHED HIM TURN BACK ON A CONVERGING COURSE WITH US AS HE PROCEEDED AGAIN TOWARDS KAYOH. WE GOT ANOTHER TA FOLLOWED BY AN RA (MONITOR VERT SPD). THE NEXT CTLR DSNDED HIM 500 FT BELOW US AND TURNED HIM UNDER US. WE WERE GIVEN A DSCNT WHICH WE WERE PROHIBITED FROM COMPLYING WITH DUE TO OUR THIRD RA ON THIS ACFT. HE CAME WITHIN 300 FT AND 1/2 MI OF US. THIS PLT WAS AGGRESSIVE TRYING TO GET AHEAD OF OUR COMMERCIAL ACFT COMING FROM BEHIND AND PUSHING RADIO COMS AS WELL, TO GET AHEAD OF US.
