Narrative:
Air carrier flight abc, aug/xx/97, arrived several hours late due to WX. After landing, gate was occupied so we were given gate zz at dtw. We called for agent several times, but none arrived. Baggage handlers were there as well as catering. While attempting to get help, I heard a door open that sounded like the cabin door. Checking jetway it wasn't yet up to aircraft and there was still no agent. I turned to ask flight attendant if they had opened the door. She said no, it was catering opening the galley door. Turning back to cockpit, I noticed the fuel gauges were increasing in quantity. Radio communication was poor with operations because of shortage of personnel. I went to galley door to try to get attention of fueler but couldn't. I opened cabin door and jumped to jetway, ran down to fuel truck to stop the fueling. By this time he had finished. I asked him 'don't you know it is illegal to refuel with passenger on board without the jetway and the door open? He replied, 'no one ever told me that.'

Title: AN MLG COMMERCIAL ACFT WAS FUELED WITH PAX ON BOARD WITH NO JETWAY OR ENTRANCE STANDS POSITIONED AT THE ACFT IN VIOLATION OF ACFT FUELING REGS.
Narrative: ACR FLT ABC, AUG/XX/97, ARRIVED SEVERAL HRS LATE DUE TO WX. AFTER LNDG, GATE WAS OCCUPIED SO WE WERE GIVEN GATE ZZ AT DTW. WE CALLED FOR AGENT SEVERAL TIMES, BUT NONE ARRIVED. BAGGAGE HANDLERS WERE THERE AS WELL AS CATERING. WHILE ATTEMPTING TO GET HELP, I HEARD A DOOR OPEN THAT SOUNDED LIKE THE CABIN DOOR. CHKING JETWAY IT WASN'T YET UP TO ACFT AND THERE WAS STILL NO AGENT. I TURNED TO ASK FLT ATTENDANT IF THEY HAD OPENED THE DOOR. SHE SAID NO, IT WAS CATERING OPENING THE GALLEY DOOR. TURNING BACK TO COCKPIT, I NOTICED THE FUEL GAUGES WERE INCREASING IN QUANTITY. RADIO COM WAS POOR WITH OPS BECAUSE OF SHORTAGE OF PERSONNEL. I ASKED HIM 'DON'T YOU KNOW IT IS ILLEGAL TO REFUEL WITH PAX ON BOARD WITHOUT THE JETWAY AND THE DOOR OPEN? HE REPLIED, 'NO ONE EVER TOLD ME THAT.'
