Narrative:

When cleared from 10000 ft to 9000 ft, received an RA at 9500 ft to climb. At 9800 ft RA cleared. Told ATC of RA and climb. Then received another RA to climb. Climbed to 10200 ft, RA cleared. ATC told us we were clear of aircraft and we finally descended to 9000 ft. Never had visual contact with intruder aircraft. After a phone call with supervisor in new york TRACON, I was told nothing we did was in question, but it appeared that a cargo aircraft had busted a SID and they were pulling the tapes. Now more than ever I feel that the requirement for TCASII on cargo aircraft is long overdue!

Title: DSNDING ACR LGT GETS A TCASII RA AND CLBS TO AVOID CONFLICT WITH ACR FREIGHTER ON A BUSTER SID DEP PROC. RPTR FEELS THAT FREIGHTERS ARE LONG OVERDUE THE REQUIREMENT FOR HAVING A TCASII SYS ON BOARD AS PER THE REGS FOR OTHER PART 121 ACFT.

Narrative: WHEN CLRED FROM 10000 FT TO 9000 FT, RECEIVED AN RA AT 9500 FT TO CLB. AT 9800 FT RA CLRED. TOLD ATC OF RA AND CLB. THEN RECEIVED ANOTHER RA TO CLB. CLBED TO 10200 FT, RA CLRED. ATC TOLD US WE WERE CLR OF ACFT AND WE FINALLY DSNDED TO 9000 FT. NEVER HAD VISUAL CONTACT WITH INTRUDER ACFT. AFTER A PHONE CALL WITH SUPVR IN NEW YORK TRACON, I WAS TOLD NOTHING WE DID WAS IN QUESTION, BUT IT APPEARED THAT A CARGO ACFT HAD BUSTED A SID AND THEY WERE PULLING THE TAPES. NOW MORE THAN EVER I FEEL THAT THE REQUIREMENT FOR TCASII ON CARGO ACFT IS LONG OVERDUE!
