Narrative:

Taxiing from parking ramp to runway 23R. Approaching hold line for runway 23L I asked for clearance to cross. (My radio reception was not the best, but understandable. I later found out that ground control reception was very poor.) the reply I received from ground was that I was cleared to cross - - at least that's what I was confident that I was cleared to do. I had another experienced pilot with me who heard the radio transmission and understood that we were cleared to cross. After I crossed runway 23L, ground said I had crossed an active. I elected not to takeoff, figuring that the radio reception may be worse than I had thought. Taxied back to the park ramp and made changes to the radio equipment. Tower representative met with me later. They had played the tapes and said I was given a clearance to hold short. An aircraft was just starting takeoff roll and had to abort. Made more changes yet to communication radio system and did thorough chkout on the ramp. Resumed uneventful operations at the airfield the following day.

Title: PLT OF GOV BRONCO, OV10C, FAILED TO HOLD SHORT OF AN ACTIVE RWY DURING TAXI OUT FOR TKOF DUE TO NOT BEING ABLE TO ADEQUATELY HEAR THE TWR. AFTER FINDING OUT HIS ERROR, RPTR RETURNED TO PARKING TO HAVE RADIO REPAIRED.

I LATER FOUND OUT THAT GND CTL RECEPTION WAS VERY POOR.) THE REPLY I RECEIVED FROM GND WAS THAT I WAS CLRED TO CROSS - - AT LEAST THAT'S WHAT I WAS CONFIDENT THAT I WAS CLRED TO DO. I HAD ANOTHER EXPERIENCED PLT WITH ME WHO HEARD THE RADIO XMISSION AND UNDERSTOOD THAT WE WERE CLRED TO CROSS. AFTER I CROSSED RWY 23L, GND SAID I HAD CROSSED AN ACTIVE. I ELECTED NOT TO TKOF, FIGURING THAT THE RADIO RECEPTION MAY BE WORSE THAN I HAD THOUGHT. TAXIED BACK TO THE PARK RAMP AND MADE CHANGES TO THE RADIO EQUIP. TWR REPRESENTATIVE MET WITH ME LATER. THEY HAD PLAYED THE TAPES AND SAID I WAS GIVEN A CLRNC TO HOLD SHORT. AN ACFT WAS JUST STARTING TKOF ROLL AND HAD TO ABORT. MADE MORE CHANGES YET TO COM RADIO SYS AND DID THOROUGH CHKOUT ON THE RAMP. RESUMED UNEVENTFUL OPS AT THE AIRFIELD THE FOLLOWING DAY.
