Narrative:
Even though cef (westover/springfield, ma) is open to civilian use, the government chart agency does not publish the instrument approachs in the civilian publication. Government chart agency publishes only arrs and departures. Commercial chart does publish the approachs in their civilian set. I contacted a representative at government chart agency to suggest that they correct this. He indicated that approachs would be published only if military aspect of field were decommissioned. Government chart agency should publish all public instrument approachs to all public use airports -- just like commercial chart company does. Callback conversation with reporter revealed the following information: reporter stated a number of pilots in cpr aircraft have been known to use cef airbase as a divert airport during periods of bad WX. He said he was informed by personnel on the civilian side of the field that some of those pilots use government charts.
