Narrative:
The above incident occurred on aug/xa/97 between bambi intersection and pokar intersection on UG8. We were flight wbound between athens and jfk at FL280. We first became aware of the incident from a TA announcing 'monitor vertical speed.' we watched a B757 descend through our altitude on our right. This aircraft was a supplemental carrier, part 121. He had received his descent clearance from rome radar. We did not hear the clearance as we were on a different frequency. When we talked to the controller on 133.25 he realized he had issued the descent clearance in error and apologized.

Title: TCASII ALERTS FLC OF WBOUND B767ER OF DSNDING TFC PASSING THROUGH THEIR ALT JUST 1 MI TO THE R, A B757. LIRR HAD GIVEN THAT ACFT A DSCNT CLRNC THROUGH THEIR ALT. THE B767 WAS ON A HDOF FROM LGGG, ATHENS CTL AND WAS ON A DIFFERENT FREQ FROM ROME CTL. WHEN ON ROME CTL, AN APOLOGY WAS RECEIVED FROM CTLR.
