Narrative:
After completing the off-loading of cargo and performing walkaround inspection of aircraft, noting the courier truck still in place approximately 3 ft from aft left side cargo door. Courier was closing doors, preparing to leave. I secured all doors and hatches and prepared for start-up. After approximately 3-5 mins, start-up of right engine was begun after verifying clear right. Just before clearing left to start left engine, aircraft moved forward slightly making contact with courier van which had not moved from off-load position. Aircraft was shut down and secured to inspect damage. Aircraft was dented on left tip of horizontal stabilizer. No damage done to courier truck. No damage to deice boot on horizontal stabilizer. As corrective action, courier trucks are required to remain clear of all extensions of aircraft. A more thorough preflight will be completed and PIC will not begin start-up checklist until entire aircraft is clear of equipment and personnel. Marshallers will now be used if available. Company maintenance and director of operations notified as well as our poi. Aircraft was inspected and ferried to operations base in salt lake city.

Title: PA31 ATX STARTS ITS R ENG WITH COURIER TRUCK IN PROX. EITHER THE CHOCKS WERE NOT IN PLACE OR THE PARKING BRAKE HAD NOT BEEN SET BY THE PLT. THE ACFT 'MOVED FORWARD SLIGHTLY' AND CONTACTED THE TRUCK. ACFT LATER FERRIED FOR REPAIRS.
