Narrative:
B727 on rollout runway 9, used a second frequency to coordinate best location to exit runway. At the same time, cvg ground/tower cleared paramedic vehicles to cross runway 9 behind B727. Crash fire rescue equipment was responding to call at terminal. Tower ordered us to go around because 'B727 didn't clear runway in time.' however, crash fire rescue equipment vehicles were behind B727. At cvg the paramedics are based on the south side of the airport and must use txwys and/or runways to respond to calls at terminal. All medical runs to terminal are priority 1 no matter what the nature of the call. Paramedics should be based on the north side of the field where 99% of the calls originate and their priority to cross runways should reflect the true nature of the emergency.

Title: FLC OF A CANADAIR REGIONAL JET, CL65, COMPLAINED OF TWR SENDING THEM AROUND ON FINAL BECAUSE OF EMER VEHICLES XING RWY GOING TO THE TERMINAL. TWR ADVISED THAT EMER VEHICLES HAVE PRIORITY. CAPT BELIEVES THAT THE CFR SHOULD BE REPOSITIONED ON THE TERMINAL ARPT SIDE SO THAT AIR TFC WOULD NOT BE INTERRUPTED.
Narrative: B727 ON ROLLOUT RWY 9, USED A SECOND FREQ TO COORDINATE BEST LOCATION TO EXIT RWY. AT THE SAME TIME, CVG GND/TWR CLRED PARAMEDIC VEHICLES TO CROSS RWY 9 BEHIND B727. CFR WAS RESPONDING TO CALL AT TERMINAL. TWR ORDERED US TO GAR BECAUSE 'B727 DIDN'T CLR RWY IN TIME.' HOWEVER, CFR VEHICLES WERE BEHIND B727. AT CVG THE PARAMEDICS ARE BASED ON THE S SIDE OF THE ARPT AND MUST USE TXWYS AND/OR RWYS TO RESPOND TO CALLS AT TERMINAL. ALL MEDICAL RUNS TO TERMINAL ARE PRIORITY 1 NO MATTER WHAT THE NATURE OF THE CALL. PARAMEDICS SHOULD BE BASED ON THE N SIDE OF THE FIELD WHERE 99% OF THE CALLS ORIGINATE AND THEIR PRIORITY TO CROSS RWYS SHOULD REFLECT THE TRUE NATURE OF THE EMER.
