Narrative:
Used captain's authority/authorized under far 121.557 to turn 160 degrees to avoid severe WX on lga arrival. Controller would not allow deviations of any sort in order to assure aircraft safety. Managed to declare emergency and squawk 7700 on transponder in order to make sharp right turn. Once clear of severe WX returned to normal operation and landed lga without further incident.

Narrative: USED CAPT'S AUTH UNDER FAR 121.557 TO TURN 160 DEGS TO AVOID SEVERE WX ON LGA ARR. CTLR WOULD NOT ALLOW DEVS OF ANY SORT IN ORDER TO ASSURE ACFT SAFETY. MANAGED TO DECLARE EMER AND SQUAWK 7700 ON XPONDER IN ORDER TO MAKE SHARP R TURN. ONCE CLR OF SEVERE WX RETURNED TO NORMAL OP AND LANDED LGA WITHOUT FURTHER INCIDENT.
