Narrative:
After cleared for a visual approach we were switched over late to tower. We were unable to receive a landing clearance due to continuous transmission on tower frequency. The runway was clear. All txwys were clear and I considered it safer to land rather than execute a go around without being able to notify tower. Supplemental information from acn 380347: captain advised me to continue to landing. I concurred and landed normally.

Title: B767-300 ON SHORT APCH IS UNABLE TO GET LNDG CLRNC DUE TO TWR'S FREQ CONGESTION. CREW, IN CONCERT AGREEMENT, ELECTS TO LAND RATHER THAN GAR. CREW HAD RECEIVED A LATE HDOF FROM APCH CTLR.
Narrative: AFTER CLRED FOR A VISUAL APCH WE WERE SWITCHED OVER LATE TO TWR. WE WERE UNABLE TO RECEIVE A LNDG CLRNC DUE TO CONTINUOUS XMISSION ON TWR FREQ. THE RWY WAS CLR.
