Narrative:
On ramp at ZZZ with ground delay in excess of 2 hours. We were told by ATC that we were released in 7 mins. We started the engines and requested taxi clearance. Upon adding thrust to begin taxi we discovered that the aircraft had been chocked unbeknownst to us. We rolled the tire up on the chock to the degree that we could not further move the aircraft. Station personnel attempted to remove the chock but were unsuccessful. We later found out that airport personnel, not airline personnel, had chocked the aircraft thinking they were doing us a favor but did not inform us they were putting the chocks in. Eventually airline personnel directed us to pwrback the aircraft, to roll back and disengage the aircraft from the chock.

Title: A COMMERCIAL FIXED WING MLG WHILE ON ATC GATE HOLD HAD ITS WHEELS CHOCKED BY ARPT EMPLOYEES WITHOUT THE CREW BEING ADVISED.
Narrative: ON RAMP AT ZZZ WITH GND DELAY IN EXCESS OF 2 HRS. WE WERE TOLD BY ATC THAT WE WERE RELEASED IN 7 MINS. WE STARTED THE ENGS AND REQUESTED TAXI CLRNC. UPON ADDING THRUST TO BEGIN TAXI WE DISCOVERED THAT THE ACFT HAD BEEN CHOCKED UNBEKNOWNST TO US. WE ROLLED THE TIRE UP ON THE CHOCK TO THE DEG THAT WE COULD NOT FURTHER MOVE THE ACFT. STATION PERSONNEL ATTEMPTED TO REMOVE THE CHOCK BUT WERE UNSUCCESSFUL. WE LATER FOUND OUT THAT ARPT PERSONNEL, NOT AIRLINE PERSONNEL, HAD CHOCKED THE ACFT THINKING THEY WERE DOING US A FAVOR BUT DID NOT INFORM US THEY WERE PUTTING THE CHOCKS IN. EVENTUALLY AIRLINE PERSONNEL DIRECTED US TO PWRBACK THE ACFT, TO ROLL BACK AND DISENGAGE THE ACFT FROM THE CHOCK.
