Narrative:
During replacement of l-hand engine ecu (engine control unit), the anti-ice start bleed valve was removed to facilitate maintenance. The stud on turbine case the valve attaches to broke off. As shift supervisor I was given turnover that engineering approval was forthcoming for an interim repair to this bracket. This approval would be good for 3 days until general electric could approve this repair or grant an extension until a permanent repair was available. I placed aircraft on short fuse watch item per maintenance operation manual for 3 days (until sep/xc/97) when general electric would finalize repair. Aircraft was approved for return to service early sep/xa/97. Upon reporting for duty sep/xb/97, I was informed the aircraft was grounded until general electric could give a repair scheme. The engineer who gave engineering authority/authorized was not powerplant approved. Therefore the aircraft was returned to service without a qualified individual approving the repair involved. I assumed the FAA form 8110-3 was applicable to the repair involved.

Title: A SAAB 340A WAS RETURNED TO SVC WITHOUT APPROVED ENGINEERING AUTH FOR A BROKEN COMPRESSOR CASE STUD.
