Narrative:

At 13000 ft 'B' system hydraulic quantity light came on. We were climbing to 17000 ft and then 'a' system quantity went to zero. We followed abnormal procedures for loss of 'a' and 'B' system hydraulics. We declared an emergency and landed runway 27L in phl. We were towed to gate without incident.
