Narrative:
When contacting mia approach we told them we could not accept a land hold short clearance on runway 9R. When we were handed over to tower we were cleared to land runway 9R, and hold short of runway 12. We said unable. They retracted the hold short part of the clearance. We earlier asked if the runway was wet or dry. They said it was dry. There were rain showers in the area and on final and on landing, the runway was wet! While we were rolling out on our landing, this same controller cleared someone for takeoff on runway 12 and told them we were holding short. This is a very serious problem. 1) the controller has no idea what the runway condition is. 2) after retracting the hold short clearance, he told someone else we were holding short of his takeoff runway -- which was not the case. This has to stop! What are we going to do to avoid a disaster in the future?

Title: RPTR WAS GIVEN LNDG CLRNC ON RWY 9R AND TOLD TO HOLD SHORT RWY 12. THE HOLD SHORT WAS RETRACTED AFTER THE FLC STATED THEY WERE UNABLE. AS RPTR'S ACFT WAS ROLLING OUT, THE RPTR ALLEGES THE LCL CTLR CLRED AN ACFT FOR TKOF ON RWY 12 AND STATED THE RPTR'S ACFT WAS HOLDING SHORT OF THE RWY. PREVIOUS TO LNDG, THE FLC WERE TOLD THAT THE RWY WAS DRY WHICH WAS NOT THE CASE.
