Narrative:

Aircraft #1 on shine 1 departure out of msp at FL290. Aircraft #2 flying J89 sebound at FL330. Aircraft #1 advises he has received a TCASII RA to climb, traffic 500 ft below. I inform aircraft #1 that traffic is at FL330 and to maintain FL290. Aircraft #1 states that he is descending back to FL290. The highest ATC observed altitude reached by aircraft #1 is FL307. Approximately 3 mins later, aircraft #3 (a DC9) at FL310 passes beneath aircraft #2. The pilot advises he has received a TCASII RA to climb, traffic 500 ft below. Since aircraft #3 was on the same frequency as aircraft #1 and was also issued traffic for aircraft #2, the pilot disregarded the TCASII RA and remained at FL310. Aircraft #3 then reported aircraft #2 in sight at FL330. Supplemental information from acn 381987: TCASII gave RA climb due to an aircraft at 10 O'clock, 500 ft below and climbing. ATC stated that no traffic was there. We were at FL290. Only traffic near us was at FL330 at our 12 O'clock position in level flight. Company flight behind us also received traffic alert for same situation without an RA.

Title: ARTCC RADAR CTLR RPTS THAT 2 ACR ACFT RECEIVED FALSE TCASII RA'S WHILE FLYING 75-100 NM W OF GRB VOR. THE FIRST ACFT, A B757 AT FL290, CLBED IN RESPONSE TO THE RA AND WAS ADVISED HIS ONLY TFC WAS A B747 AT FL330 WHICH WAS 4000 FT ABOVE HIM. SHORTLY AFTER THIS INCIDENT, A DC9 AT FL310, RECEIVED A CLB RA AS HE PASSED BENEATH THE B747.

SUPPLEMENTAL INFO FROM ACN 381987: TCASII GAVE RA CLB DUE TO AN ACFT AT 10 O'CLOCK, 500 FT BELOW AND CLBING. ATC STATED THAT NO TFC WAS THERE. WE WERE AT FL290. ONLY TFC NEAR US WAS AT FL330 AT OUR 12 O'CLOCK POS IN LEVEL FLT. COMPANY FLT BEHIND US ALSO RECEIVED TFC ALERT FOR SAME SIT WITHOUT AN RA.
