Narrative:
Teb ground control bleeds over, interfering with ground at jfk. This is particularly hazardous at a field where vast numbers of foreign crews transit, and odd snatches of identifiable numbers and instructions can be heard on frequency, not issued by jfk. Additionally, crew was given an extensive rerte just prior to departure, and the controller used the phraseology '...J1 18 direct (NAVAID), J75 direct (NAVAID).' again, at a place where there is a language barrier, it is especially unconscionable for a controller to use such non standard phraseology. Direct means direct, and 'J79' or what have you, means 'J79.'

Title: AN ACR B767 FLC RPTS THAT THE TEB AND JFK GND CTLS USE THE SAME FREQ (121 PT 9) AND OFTEN TEB XMISSIONS WILL BE HEARD AT JFK CAUSING SOME CONFUSION. ADDITIONALLY, SOME JFK CTLRS USE NON STANDARD PHRASEOLOGY WHEN READING CLRNCS WITH MORE POTENTIAL FOR ERROR.
Narrative: TEB GND CTL BLEEDS OVER, INTERFERING WITH GND AT JFK.
