Narrative:
On oct/xx/97 at around XA30L at cos airport, we were cleared to taxi to runway 30 from FBO via taxiway a. My first officer failed to see the hold short line on the west side of runway 30 and taxied onto the runway. A light aircraft on final approach was asked to go around due to us being on the runway. The tower controller then cleared us for takeoff and nothing else was said. I feel that my first officer failed to see the hold short line due to low lighting and due to the fact that he was unfamiliar with the airport. I did not see the hold short line because I was turning on the transponder and looking at the checklist. In the future, to prevent this from happening again, I will need to pay more attention to the first officer and his actions. Supplemental information from acn 382343: we were subsequently cleared for takeoff and the single engine aircraft proceeded to go around and re-entered the pattern and landed after our departure. The problem was discovered when I looked to my left and saw the displaced threshold. Contributing factors were the dimly lit area at the approach end of the runway and the inability to see the hold short lines on the pavement, and the construction on the airport surface causing some confusion for the crew during the taxi from the ramp to the runway 30 approach end.

Title: A CE560 DOES NOT SEE THE RWY HOLD SHORT LINES AND GOES TOO FAR ONTO THE RWY. THE COS, CO, TWR SEES THE POSSIBLE CONFLICT WITH AN APCHING SMA SO HE HAS THE SMA EXECUTE A MISSED APCH.
Narrative: ON OCT/XX/97 AT AROUND XA30L AT COS ARPT, WE WERE CLRED TO TAXI TO RWY 30 FROM FBO VIA TXWY A. MY FO FAILED TO SEE THE HOLD SHORT LINE ON THE W SIDE OF RWY 30 AND TAXIED ONTO THE RWY. A LIGHT ACFT ON FINAL APCH WAS ASKED TO GAR DUE TO US BEING ON THE RWY. THE TWR CTLR THEN CLRED US FOR TKOF AND NOTHING ELSE WAS SAID. I FEEL THAT MY FO FAILED TO SEE THE HOLD SHORT LINE DUE TO LOW LIGHTING AND DUE TO THE FACT THAT HE WAS UNFAMILIAR WITH THE ARPT. I DID NOT SEE THE HOLD SHORT LINE BECAUSE I WAS TURNING ON THE XPONDER AND LOOKING AT THE CHKLIST. IN THE FUTURE, TO PREVENT THIS FROM HAPPENING AGAIN, I WILL NEED TO PAY MORE ATTN TO THE FO AND HIS ACTIONS. SUPPLEMENTAL INFO FROM ACN 382343: WE WERE SUBSEQUENTLY CLRED FOR TKOF AND THE SINGLE ENG ACFT PROCEEDED TO GAR AND RE-ENTERED THE PATTERN AND LANDED AFTER OUR DEP. THE PROB WAS DISCOVERED WHEN I LOOKED TO MY L AND SAW THE DISPLACED THRESHOLD.
