Narrative:

ATIS said landing on runway 14L/right and runway 9R with lahso operations in progress. Our operations manual prevents us from accepting lahso clearance. Over the marker we called tower and were cleared to land and hold short of runway 9R. I informed tower we could not accept lahso. He chewed us out on the air and demanded to know if we had informed approach of our no-lahso status. I knew of no such requirement to do so. He cleared us to land and we did hold short, even though we couldn't take the clearance. The on-air dressing down was unprofessional and uncalled for! Callback conversation with reporter revealed the following information: reporter stated that ATIS announced the land and hold short restr. Reporter's company does not permit flcs to accept land and hold short clrncs. Captain never mentioned to TRACON that he would not accept a hold short clearance because the controller was so busy that he would not have the time to forward any message to the tower controller, so nothing was said about refusal of such a clearance until aircraft was talking to the tower controller. When tower issued the land and hold short clearance, it was refused by the flight crew, because it is their company policy to refuse such a clearance. The tower was not ever informed of such a company policy, so when clearance to land and hold short was given and refused, the tower operator began to chastise the flight crew for not informing approach and being non cooperative. The reporter was flying a B747-100. He set the automatic brakes to minimum and had no problem holding short of the restr of runway 9R. The entire approach seemed rushed to the flight crew. Flight crew knew of no requirement to mention to approach control that they would not accept a land and hold short clearance. What is predominate in the reporter's mind is the severe chewing out from the tower controller. He felt it was very unprofessional for an ATC controller to act in such a manner.

Title: A B747-100 LANDS AT ORD, IL, AND REFUSES A LAND AND HOLD SHORT CLRNC. FLC CRITICAL OF TWR CHASTISING THEM OVER THE AIR FOR THEIR LACK OF COOPERATION.

HE CLRED US TO LAND AND WE DID HOLD SHORT, EVEN THOUGH WE COULDN'T TAKE THE CLRNC. THE ON-AIR DRESSING DOWN WAS UNPROFESSIONAL AND UNCALLED FOR! CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT ATIS ANNOUNCED THE LAND AND HOLD SHORT RESTR. RPTR'S COMPANY DOES NOT PERMIT FLCS TO ACCEPT LAND AND HOLD SHORT CLRNCS. CAPT NEVER MENTIONED TO TRACON THAT HE WOULD NOT ACCEPT A HOLD SHORT CLRNC BECAUSE THE CTLR WAS SO BUSY THAT HE WOULD NOT HAVE THE TIME TO FORWARD ANY MESSAGE TO THE TWR CTLR, SO NOTHING WAS SAID ABOUT REFUSAL OF SUCH A CLRNC UNTIL ACFT WAS TALKING TO THE TWR CTLR. WHEN TWR ISSUED THE LAND AND HOLD SHORT CLRNC, IT WAS REFUSED BY THE FLC, BECAUSE IT IS THEIR COMPANY POLICY TO REFUSE SUCH A CLRNC. THE TWR WAS NOT EVER INFORMED OF SUCH A COMPANY POLICY, SO WHEN CLRNC TO LAND AND HOLD SHORT WAS GIVEN AND REFUSED, THE TWR OPERATOR BEGAN TO CHASTISE THE FLC FOR NOT INFORMING APCH AND BEING NON COOPERATIVE. THE RPTR WAS FLYING A B747-100. HE SET THE AUTO BRAKES TO MINIMUM AND HAD NO PROB HOLDING SHORT OF THE RESTR OF RWY 9R. THE ENTIRE APCH SEEMED RUSHED TO THE FLC. FLC KNEW OF NO REQUIREMENT TO MENTION TO APCH CTL THAT THEY WOULD NOT ACCEPT A LAND AND HOLD SHORT CLRNC. WHAT IS PREDOMINATE IN THE RPTR'S MIND IS THE SEVERE CHEWING OUT FROM THE TWR CTLR. HE FELT IT WAS VERY UNPROFESSIONAL FOR AN ATC CTLR TO ACT IN SUCH A MANNER.
