Narrative:

Departed wwd airport VFR departure on clear, unrestr visibility afternoon. Had filed IFR plan for trip to rdu. Did not use clearance delivery rco facility on the ground at wwd to pick up clearance. Instead, departed VFR with the intention of picking it up airborne. Upon initial contact with atlantic city approach to pick up clearance, was advised that I should have used the clearance delivery rco before departure. I don't believe this caused any problems as the airspace was outside of atlantic city's class C. They issued clearance after about 2 mins, during which I continued to maintain VFR. I guess I should have picked up clearance before departure. However, here is where my confusion originated. When I have departed from satellite airports in my home area, charlotte class B airspace, and it was VFR and I tried to pick up clearance via rco facilities, on more than one occasion charlotte has advised me to depart VFR and pick up clearance once airborne. Of course, when IMC is present, they issue the clearance before departure. So, do different approach facilities approach this issue differently, or should there be one common FAA practice regarding picking up IFR clrncs when VMC WX prevails? Also on this trip, orf approach amended my clearance to fly an airway to jamie intersection, then proceed direct to franklin VOR. I failed to report leaving jamie on the direct leg between fixes off airway, although I did report to ZDC crossing franklin VOR. Orf controller did not indicate any problem, but I think I recall that I'm required to make a report when crossing either fix defining a direct leg of a route off airway.

Title: PVT PLT OF A PIPER PA28 WHEN CONTACTING DEP CTL, AFTER A VFR TKOF, TO OPENING HIS PREFILED IFR FLT PLAN, WAS ADVISED BY THE CTLR THAT HE SHOULD HAVE USED THE CLRNC DELIVERY RCO (REMOTE COM OUTLET) BEFORE DEP FOR THAT PURPOSE. IN ADDITION, THE RPTR BELIEVED THAT HE SHOULD HAVE RPTED XING FIX FOR AN OFF AIRWAY RTE.

I DON'T BELIEVE THIS CAUSED ANY PROBS AS THE AIRSPACE WAS OUTSIDE OF ATLANTIC CITY'S CLASS C. THEY ISSUED CLRNC AFTER ABOUT 2 MINS, DURING WHICH I CONTINUED TO MAINTAIN VFR. I GUESS I SHOULD HAVE PICKED UP CLRNC BEFORE DEP. HOWEVER, HERE IS WHERE MY CONFUSION ORIGINATED. WHEN I HAVE DEPARTED FROM SATELLITE ARPTS IN MY HOME AREA, CHARLOTTE CLASS B AIRSPACE, AND IT WAS VFR AND I TRIED TO PICK UP CLRNC VIA RCO FACILITIES, ON MORE THAN ONE OCCASION CHARLOTTE HAS ADVISED ME TO DEPART VFR AND PICK UP CLRNC ONCE AIRBORNE. OF COURSE, WHEN IMC IS PRESENT, THEY ISSUE THE CLRNC BEFORE DEP. SO, DO DIFFERENT APCH FACILITIES APCH THIS ISSUE DIFFERENTLY, OR SHOULD THERE BE ONE COMMON FAA PRACTICE REGARDING PICKING UP IFR CLRNCS WHEN VMC WX PREVAILS? ALSO ON THIS TRIP, ORF APCH AMENDED MY CLRNC TO FLY AN AIRWAY TO JAMIE INTXN, THEN PROCEED DIRECT TO FRANKLIN VOR. I FAILED TO RPT LEAVING JAMIE ON THE DIRECT LEG BTWN FIXES OFF AIRWAY, ALTHOUGH I DID RPT TO ZDC XING FRANKLIN VOR. ORF CTLR DID NOT INDICATE ANY PROB, BUT I THINK I RECALL THAT I'M REQUIRED TO MAKE A RPT WHEN XING EITHER FIX DEFINING A DIRECT LEG OF A RTE OFF AIRWAY.
