Narrative:
A photo mission near a new local high school was underway. Chd tower requested my altitude which I replied. Upon return to land at chd the tower operator advised me to contact him on the phone. I contacted aviation group legal services, and a local aviation lawyer. My lawyer did the first contact and negotiated a face-to-face meeting with chd tower manager. My lawyer advised me to eat humble pie, admit nothing as I will be on the record. I ultimately walked away from the meeting with the nearly completed FAA form 8020-17 preliminary pilot deviation report. I observed his equipment set up and being used to transcribe the tower tape onto an audio cassette to document the report. Tower agreed not to proceed with further action. His opinion was that I was flying at an unsafe low altitude. I believe my flight path and altitudes were in compliance with current FARS over sparse populated area.

Title: AN SMA ACFT FLIES A PHOTO MISSION OVER A HIGH SCHOOL CLOSE BY CHD, AZ. TWR LCL CTLR FEELS ACFT WAS FLYING TOO LOW AND HAS AN ATC PLT REVIEW.
Narrative: A PHOTO MISSION NEAR A NEW LCL HIGH SCHOOL WAS UNDERWAY. CHD TWR REQUESTED MY ALT WHICH I REPLIED. UPON RETURN TO LAND AT CHD THE TWR OPERATOR ADVISED ME TO CONTACT HIM ON THE PHONE. I CONTACTED AVIATION GROUP LEGAL SVCS, AND A LCL AVIATION LAWYER. MY LAWYER DID THE FIRST CONTACT AND NEGOTIATED A FACE-TO-FACE MEETING WITH CHD TWR MGR. MY LAWYER ADVISED ME TO EAT HUMBLE PIE, ADMIT NOTHING AS I WILL BE ON THE RECORD. I ULTIMATELY WALKED AWAY FROM THE MEETING WITH THE NEARLY COMPLETED FAA FORM 8020-17 PRELIMINARY PLTDEV RPT.
