Narrative:
ATC instructed us to climb and maintain '3000 ft.' after passing 2800 ft ATC advised that we should be at 2000 ft. However, the controller did read back '3000 ft' to us when he initially cleared us to '3000 ft.' the controller thought he told us to climb to '2000 ft,' but he really said '3000 ft.'

Title: AN ACR DH8 FLC RPTS RECEIVING A CLRNC TO 3000 FT ONLY TO HAVE THE CTLR STATE, AS THEY PASSED 2800 FT, THAT THE CLRNC WAS FOR 2000 FT.
Narrative: ATC INSTRUCTED US TO CLB AND MAINTAIN '3000 FT.' AFTER PASSING 2800 FT ATC ADVISED THAT WE SHOULD BE AT 2000 FT. HOWEVER, THE CTLR DID READ BACK '3000 FT' TO US WHEN HE INITIALLY CLRED US TO '3000 FT.' THE CTLR THOUGHT HE TOLD US TO CLB TO '2000 FT,' BUT HE REALLY SAID '3000 FT.'
