Narrative:

Conducting CAT ii ILS approach at fra (germany) runway 25R. When the gear was lowered we observed no gear unsafe nor any green gear down lights. The gear warning horn was sounding and could not be silenced. We heard the gear extend, but we were unsure of the status of the gear. The gear handle was in the full down position and pressed double check. The dimmed switch was pressed and we noted a change in the thrust rating computer light intensity, but no effect on gear lights. A missed approach was executed and the gear retracted in normal fashion. As the WX was at absolute minimums at fra, we made the decision to proceed to cgn, which was clear, in the event we had to contend with a serious gear problem. I briefed the lead flight attendant as to the problem and our intentions en route to cgn. Myself and the captain referred to the company operations manual, but found no procedure for this problem. We went to the supplemental section to find circuit breakers associated with gear lights and warnings, no circuit breakers were out but the following were reset, 'second 32 -- landing gear and brakes,' P-1, S-1, C-12, and E12. We then leveled at 10000 ft, slowed to 220 KTS, and lowered the gear. The gear functioned normally and 4 green gear down lights. We retracted the gear, proceeded to cgn and landed without incident.

Title: A WDB ACR FLC MADE A GAR WHEN THE LNDG GEAR GREEN LIGHTS DID NOT ILLUMINATE AND THE GEAR WARNING HORN SOUNDED CONTINUOUSLY. WHILE THE FLC DIVERTED, THEY OPENED AND RESET A NUMBER OF LNDG GEAR CIRCUIT BREAKERS, AFTER WHICH, THE GEAR WORKED NORMALLY.
