Narrative:
During IFR handoff (for the ILS runway 34 at college station easterwood cll) contacted tower and reported out 9 mi. ZHU never advised of any VFR traffic however we overheard easterwood tower transmitting to a twin cessna on VFR practice approach. The twin cessna reported an 8 mi final and tower instructed the cessna to follow us. As the twin cessna was reading back the instructions we spotted him. He was approximately 500 ft at our 12 O'clock position right to left. My first officer was the PF and he initiated an evasive 45 degree bank turn to the right. Our TCASII alerted us with a TA only after we changed our course which was the localizer. Radio congestion created a significant delay in our communication to tower of the twin cessna. The C421 never saw us until our final approach. The lack of any advisory by ZHU before our handoff to the non radar tower contributed to the last min abrupt response. Our understanding, after speaking with cll tower led us to believe the C421 had just contacted tower as we were being handed off. Only vigilance prevented tragedy.

Title: NMAC BTWN A BEECH 1900 AIRLINER, JUST HANDED OFF BY CTR TO A NON RADAR TWR, ON A LONG FINAL, AND A C421 MAKING A PRACTICE APCH, CONVERGING ACROSS THE FRONT OF THE AIRLINER, AND INSTRUCTED TO FOLLOW THE BE02. SINCE THE C421 WAS XING VERY CLOSE IN FRONT OF THE BEECH, THE FO OF THE BEECH MADE A STEEP BANK TURN TO THE R TO AVOID COLLISION.
