Narrative:

Atl runway 27L is one of the busiest runways in the world. The ILS, localizer and glide path, has been OTS for a number of weeks and this runway has no VASI, PAPI or other GS aid. Except during low ceilings or poor visibility, aircraft are given the ILS to runway 27R -- sidestep to runway 27L or a visual approach to runway 27L, all while a steady stream of departures continue from runway 27R. It has become common to see long lndgs, low finals or an occasional go around. Why can't the FAA install a VASI or temporary GS to atl runway 27L before the ILS is taken OTS for an extended period?
