Narrative:
On the coatt 3 arrival at 17000 ft, given a restr to cross 10 mi south of brv at 10000 ft, 250 KTS. Clearance received at 27 DME from brv. We had a tailwind of 40 KTS. Used idle power and speed brakes in descent but did not make the crossing restr. We did not advise the controller that we would be unable to make the restr. Later the controller asked if we had been given the restr. This event is a CRM generated problem. The captain was very hard for me to work with. He was the 'silent type' who also was an authority/authorized type of leader. He had told me I was too aggressive as the first officer and I should just do what he asked of me. During this descent the captain knew I wasn't going to make the restr. He said I should slow down. I adjusted the speed from 320 KTS to 280 KTS, which further slowed our descent rate. He had information that I could have used to make the restr, but he held the information to himself. The fix for this situation is a tough one. We're doing a lot of CRM training at our airline, and it is great training. I don't know how to reach this type of captain, though.

Narrative: ON THE COATT 3 ARR AT 17000 FT, GIVEN A RESTR TO CROSS 10 MI S OF BRV AT 10000 FT, 250 KTS. CLRNC RECEIVED AT 27 DME FROM BRV. WE HAD A TAILWIND OF 40 KTS.
