Narrative:

Taxiing out for takeoff on runway 23R, we taxied onto active runway 28 which was regularly used as a taxiway to reach our assigned runway. The taxi clearance to runway 23R has always been 'taxi to runway 23R via taxiway U, runway 28, hold short of runway 23L.' the hold short line for runway 23L is on runway 28. The clearance we received today was 'taxi to runway 23R via taxiway U, runway 28, hold short of runway 28.' we received the clearance while completing our taxi checklist which includes the takeoff briefing. The 'hold short of runway 28' didn't register with us and we were further misled because the aircraft in front of us had taxied onto runway 28 as we approached.

Title: THE FLC OF AN ACR TAXIED ONTO RWY 28 WITHOUT A CLRNC.

Narrative: TAXIING OUT FOR TKOF ON RWY 23R, WE TAXIED ONTO ACTIVE RWY 28 WHICH WAS REGULARLY USED AS A TXWY TO REACH OUR ASSIGNED RWY. THE TAXI CLRNC TO RWY 23R HAS ALWAYS BEEN 'TAXI TO RWY 23R VIA TXWY U, RWY 28, HOLD SHORT OF RWY 23L.' THE HOLD SHORT LINE FOR RWY 23L IS ON RWY 28. THE CLRNC WE RECEIVED TODAY WAS 'TAXI TO RWY 23R VIA TXWY U, RWY 28, HOLD SHORT OF RWY 28.' WE RECEIVED THE CLRNC WHILE COMPLETING OUR TAXI CHKLIST WHICH INCLUDES THE TKOF BRIEFING. THE 'HOLD SHORT OF RWY 28' DIDN'T REGISTER WITH US AND WE WERE FURTHER MISLED BECAUSE THE ACFT IN FRONT OF US HAD TAXIED ONTO RWY 28 AS WE APCHED.
