Narrative:

We were at 4000 ft with dayton approach, the controller told us to descend to 3000 ft, then asked us what approach we wanted to make into middletown. We told him the localizer runway 23 at mwo. He said, standby. He then came back telling us to descend to 3000 ft and make a turn to a new heading. We were almost down to 3000 ft when he told us the second time. I don't know if this might be a problem or not. When he said stand by, I don't know if he wanted us to stand by at 4000 ft.
