Narrative:

Deviated from MDA (480 ft) while on approach to pdx on ILS runway 10L ivdg to full ILS decision ht 226 ft (and to 126 ft after sighting the ALS on runway 10L). I believe this was due to the poor wording of the fdc NOTAM stating 'ILS runway 10L minimums not applicable MDA 480 ft.' captain and I thought the MDA applied only to the straight-in runway 10L localizer, and therefore, carried on with the full ILS runway 10L approach to minimums, followed by uneventful landing.

Title: FLC OF A BEECH 2, MODEL 1900 AIRLINER, DSNDED BELOW AUTH MINIMUMS DURING AN ILS APCH DUE TO MISINTERP OF A NOTAM LIMITING THE APCH TO A HIGHER ALT. A SUCCESSFUL LNDG WAS MADE AFTER BREAKING OUT AT APPROX 100 FT ABOVE THE RWY.

CAPT AND I THOUGHT THE MDA APPLIED ONLY TO THE STRAIGHT-IN RWY 10L LOC, AND THEREFORE, CARRIED ON WITH THE FULL ILS RWY 10L APCH TO MINIMUMS, FOLLOWED BY UNEVENTFUL LNDG.
